“The Institute of International Law’s Resolution on State Succession and State Responsibility” by Marcelo Kohen and Patrick Dumberry (Cambridge University Press, 2019) provides insight into the complex issue of the interaction between the rules governing State responsibility and those governing State succession, a matter under consideration by the Legal Committee of the United Nations General Assemly and the International Law Commission.
Professor Kohen was the Rapporteur for the Institute of International Law (IIL) on the topic and Professor Dumberry is the author of the most comprehensive book in the area (“State Succession to International Responsibility”, 2007), which is a development of his PhD thesis at the Graduate Institute.
